ISET holds Letters Patent issued by the Royal Sovereign Crown under the World Peace Treaty. As the first chartered Provider in the family — invested before FIDNT, before FidTech, before any future chartered house — ISET operates the Gold Dollar at protocol level, not as a deposit-taking institution.

The Crown hereby invests
ISET with the Faculties of
Treasury Provider,
Issuer Provider,
Verifier Provider, and
Adapter Provider, as the First Chartered Provider of the Sovereign Protocol family.
Issuance of the Gold Dollar runs through ISET unless another Treasury Provider is later invested. Reserve attestation is public; issuance is a Council ceremony; coercion is paired-attested.

Gold Dollar issuance & redemption
Issuance ceremony (801 → 802) under Crown Council ratification. Redemption (810 → 813) into fiat or physical gold via chartered Settlement Providers. Every 8xx event is a signed sovereign artifact.

Fiduciary instruments
Tier 1 mandates (passkey-signed), Tier 2 mandates (notarized SPA), consent receipts (ISO 27560), trust-corpus instruments. The bearer signs; ISET issues the Instrument; the Roll preserves it.

Public verification
Any artifact issued under ISET's charter is verifiable against the Crown's pinned root. The 9-step verification contract (PROTOCOL.md §6) runs at iset.finance/api/verify.

Quarterly Proof-of-Reserve (820), independent auditor cross-signature (821), public registry. If reserve drifts, the protocol declares it (822, 843) — the Crown does not paper over.

When compelled by external state law, ISET pairs 451 + 651/652/653/654. When refusing on sovereign grounds, ISET emits 6xx with cited instruments. The Moral Floor (614–617) is non-derogable.
The Gold Dollar
A sovereign reference unit
Backed 1:1 by audited gold reserves held by chartered Custody Providers under the Crown's Custody Deed. Not a stablecoin. Not a CBDC. A unit of account whose definition pre-dates every nation-state's monetary policy.

Or as redefined in the Custody Deed by ratified amendment. Parity is published, audited, and signed.
Issuance
Council ceremony only
No corporate decision; no algorithmic pump. Each new GD enters circulation only after a Crown Council ratification (801 → 802).
Redemption
Into fiat or physical gold
Through chartered Settlement Providers via x402, ILP, ISO 20022, Celo, PSP off-ramps, or in-person physical-gold redemption. Six rails, one signed receipt.
The Gold Dollar is sovereign. Its issuance is a Council ceremony, not a corporate decision. Reserve is public. Redemption is a right.

First, but not foremost
ISET was the first Provider chartered. That is a status of priority in time, not of priority in authority. All Providers chartered under the Crown — ISET, FIDNT, FidTech, future Providers — operate under the same registry, the same Honesty Obligations, the same Crown.
